RCP - About CCA

Community choice aggregation ("CCA" or "community choice") is a policy that empowers municipalities to aggregate the buying power of residents and small businesses. By pooling local demand, municipalities can negotiate more favorable terms, decrease electricity costs, designate preferred generation sources, choose clean energy, increase consumer protection, and select a default energy service company for the community.

RCP - Program Benefits

Rockland Community Power enables residents and small businesses to access renewable electricity supply at a fixed and competitive rate, with built-in consumer protections, and no individual contracts to sign. No action is required for those eligible to participate.

RCP - Environmental Impact

Through this program Village residents helped avoid over 2,428 metric tons of carbon dioxide equivalent emissions from November 2020 through October 2022 from what would have been produced using the utility’s default electricity supply.

RCP - Money Saved

Through this program Village residents saved $377,340 from November 2020 through October 2022 compared to if they had been paying Orange & Rockland's variable electricity supply rate during this term. 

FAQ - Will this replace my current utility?

No, your utility, Orange and Rockland, will continue to deliver reliable electricity, maintain power lines, and respond to service outages.

FAQ - Will this replace a current ESCO agreement?

No, if you already have an ESCO (third party supplier/Energy Services company), you are ineligible for the CCA supply program, and will not be automatically enrolled.

FAQ - How will the CCA program affect me?

Unless they opt-out, all eligible homeowners and small businesses are automatically enrolled. The only thing that changes on your electricity bill is your rate and supplier. Orange and Rockland continues to be responsible for delivery, billing, and repair services. Should service be interrupted, call Orange and Rockland. You may opt-out at any time without any fee or penalty. Opt-in again at any time.

FAQ - What if I don't want to participate in the CCA program?

You are not required to participate. All eligible customers will receive a letter in late winter/early spring 2023 with information about the program, their choices and info about how to opt-out.

FAQ - Who is ineligible for CCA?

Only eligible customers will be automatically enrolled in the program. Ineligible customers include Time of Use Customers, those who have selected an alternate supplier/ESCO, those with a block placed on their utility account, and commercial and industrial customers with demand meters.

FAQ - Can I opt-in or opt-out of CCA?

Yes, all eligible residents and small businesses may opt-out or opt-in to the program at any time during the length of the program with no fees or penalties.

FAQ - Can I participate if I have my own solar?

Yes, if you have your own solar or are subscribed to a solar farm, you can participate in the community choice supply program.
